JIP-32: Activate Season 2 of The Community subDAO and Accelerate Jito Expansion Further

Introduction
This JIP continues the work initiated by the Community subDAO, by initiating Season 2 and expanding the reach of the Jito Expansion Teams.
The first Season of the Community subDAO was an experiment in extending the reach of the DAO into community oriented spaces. The goal being to build grassroots Jito communities in territories across the world.
The first season successfully established JET Europa and JET APAC, which have spun up a programme of activities and content which is showing great promise for building regional specific community activity.
The second season of the community subDAO will aim to cover a one year period, expand to 5 JET teams, deepen its impact in key events and interventions in the Solana ecosystem, establish JET and Solana Superteam alliances, further develop the experiences for the Jito Cabal and activate Jito Works as a mechanism for promoting builder communities to build on BAM and NCNs.
Motivation
The growth of Jito as a core Solana presence both in stake and community mindshare is critical for the success of the network. The Jito Expansion Teams are a means for the network to extend its reach on the ground level at key events, builder spaces and in online communities around the world.
The first season began with a cautious approach, halving its initially outlined budget to test out the capabilities of the DAO to extend into more community oriented modes of engagement. This reduced budget was reduced further by depreciation in JitoSOL prices, which paused the Jito Works initiative and reduced the discretionary treasury uses. Nevertheless, even with the reduced budget, great progress was made through the establishment of two JET teams, which now have coordinated members situated across Europe and the APAC region.
Season 2 aims to un-limit the expansion by providing a deeper budget and a progressive decentralisation of treasury control out to high performing JET teams over time. This will limit DAO overhead and extend trust to local teams to best meet Jito outcomes on the ground level. A top level community subDAO structure will retain spending oversight control and issue guidelines to JET teams limiting their spending to approved JET initiatives and spending classes.
Key Terms
Community subDAO
A DAO-authorized treasury and governance structure responsible for coordinating community-oriented initiatives, allocating funds to JET teams, and maintaining spending oversight in accordance with DAO-approved guidelines.
Season 2
The second operational term of the Community subDAO, spanning approximately twelve months, focused on expanding Jito’s global community presence through JETs and related initiatives.
JET (Jito Expansion Team)
A regionally focused team responsible for executing community growth initiatives for Jito, including events, content, partnerships, and grassroots engagement within a defined geographic or community scope.
JET Team
An instance of a JET operating within a specific region or ecosystem segment (e.g., Europe, APAC), composed of coordinated contributors and operating under the Community subDAO’s spending and reporting framework.
Incentive Distribution
The allocation of JTO to community members, contributors, or partners in recognition of high-impact or long-term aligned contributions to the Jito ecosystem.

Capitalise the community subDAO with $1.5m (75% JitoSOL, 25% JTO)

JETs
Will operate with a distribution scheme, whereby each JET gains monthly autonomous control of a fixed budget for the term of the subDAO (roughly $20k - modified to regional costs).
Each month the JETs will have an opportunity to bid to the core subDAO treasury to extend their budget for that month to capture any viable and impactful community opportunities.
If JETs follow spending guidelines and demonstrate high levels of effective spend. JETs will move to quarterly autonomous spend and higher caps on asks to the subDAO reserve treasury.
JETs will produce monthly updates to the forum to articulate their activities and interventions to the DAO, where community feedback can guide and shape their practice throughout the year.

Reserve
The subDAO reserve can be used for discretionary spend on broadly community related Jito expansion. With the following broad mandate:

Tooling to enhance community engagement, participation tracking and token distribution.
