Abstract

JIP-21 is for the community. It proposes to activate a second Jito DAO subDAO with the purpose of unlocking a multi-season journey to globally scale Jito community expansion.

Since network launch the Jito Foundation has built a fine tuned strategy for expanding the Jito community worldwide. This subDAO accelerates that strategy towards its expansion goals by leveraging decentralised organisation practices, a <3% of historic Jito DAO accrued fees and an allocation of JTO to use as direct incentives.

To begin, the subDAO will open up three DAO workstreams:

  • The Jito Cabal: The Jito Cabal (Jito’s handpicked coalition of high-caliber builders, thinkers, and operators) will migrate to an on‑chain membership NFT + points module, rewarding engagement with streaming JTO.
  • JET Europa: the roll out of a decentralised organisation approach that will launch in ≥ 3 European cities and document a playbook for Season Two replication.
  • Jito Works: a system for brokering decentralised building and knowledge work that supports and expands the Jito Developer Community.

JIP-21 activates these workstreams over a 6 month “season”, with the view of proving out a set of community centric DAO practices that will accelerate Jito’s community expansion to a truly global scale.

Motivation

The path to the hyper growth of the Jito Network is through its community. We need champions of Jito technology, mission and vision all over the world. We want to see the Jito brand represented everywhere.

Scaling a community expansion like this, can only be achieved through decentralised organisation. This includes building high trust teams at a local level and giving them the autonomy to run community activations in a way that resonates with their local communities and cultures. This cannot be done from the top down.

This subDAO will support the Jito Foundation-led JET (Jito Expansion Team) project, by providing the resources and infrastructure for JET Europa to complete a season of IRL and online activities. Management of the JET programme will remain with the Jito Foundation and JET Europa will spin out as a decentralised proof of concept exercise that will draw on the experience and expertise of Solana community legend Kouga, who will trailblaze these practices on the ground level.

Secondarily, the community subDAO will help push another Jito Foundation led initiative, the Jito Cabal to the next level. With an additional budget for community activations and the goal of integrating and using the best decentralised community technology that the Solana ecosystem has to offer.

Finally, this subDAO will aim to tackle one of the biggest challenges in decentralised open innovation. With Jito Works this subDAO will host a number of prize pools, thematically coded to Jito’s technological goals and will aim to broker high quality decentralised work. It will do this by leveraging incentivised competition dynamics and curating a high quality gated community, for sophisticated builders and researchers only.

In summary, this subDAO is motivated by accelerating Jito’s community expansion globally. It expands the work of Jito Foundation activity and creates a new, cautious development trajectory for the DAO into incentivised decentralised work.

Specification

The subDAO is activated by transferring the following amounts to a sub-treasury multi-sig:

  • $750k in JjitoSOL
  • $250k in JTO

With this subDAO we seek to operate under a scaled autonomy principle, scaling out to true community control as trust is earned. From the outset the multi-sig will be manned by Jito Foundation members who will be rotated out as high-trust community members are qualified throughout the season. A more aggressive monthly reporting dynamic to the DAO, will allow more junior decision makers to step up in responsibility.

Additional actions:

  • The Community subDAO will operate with the same conclave governance paradigm as articulated in the activation of The CSD, synchronising monthly and making executive decisions.
  • Sub-treasuries will be created to the parent subDAO, which will be workstream specific and leveraged to provide local autonomous spend authority to teams in their geographic locations.
  • Each workstream will be given the funding to form a Unit of community contributors, each with a Senior Worker, Two Workers and Three Support Workers.
  • Each workstream will be given an “Activation Budget”, which will facilitate the running of online or IRL events with associated prize pools.
  • Each workstream will be given an “Infra Budget”, which will provide them with the budget for establishing the operation, which may include tooling budgets, or the set up of other structures that can be utilised in future seasons of the subDAO.
  • Kouga moves from Foundation to DAO to lead JET Europa.

These allocations were generated from a modelling exercise for the future season, that will be revealed progressively. The contingency budget is for the top-level subDAO multi-sig to use at its discretion with the desirable outcome that it is returned to the DAO treasury at the end of the season.

Aims, Outcomes and Target Metrics

Over the next 6 months the community subDAO will aim to:

  • Expand the Jito community footprint in both IRL and virtual contexts.
  • Attract high quality builders to Jito opening up competitive prize pools.
  • Boost Jito’s community-driven network effects and discover modes of decentralised organisation that can scale the subDAO’s grassroots operations in future seasons.

In order to be considered a success the community subDAO will need to achieve the following:

  • A portfolio of work that evidences how the subDAO has accelerated the growth of the Jito Network.
  • Has nucleated a small community of high quality Jito Builders and domain experts.
  • Has collected (lots of) positive community feedback from both the Jito Cabal and on location around Europe.

  • Engagement with important stakeholders such as users, builders, universities, corporations and institutions.

  • Effective spend (value vs money remaining in the treasury at the end of the term)

Reporting

This subDAO will produce a monthly update report throughout the running of the season to the main DAO forum, with a substantial end of term report with full auditing of spend, no less than 6 weeks before the end of its term so that follow-on funding decisions can be evaluated by the DAO.

Interested in the direction here. The structure around JIP-21 feels solid, and it’s exciting to see the DAO leaning into a more decentralized, community-first model with real resources behind it.

I’ve been around since the early Solana days, Jito days (airdrop recipient), and have been part of the Cabal since day 1. Professionally, I got started with tokenomics work and since being working with startups across the Solana and other ecosystems. It’s been a front-row seat to what works (and what doesn’t) when it comes to the idiosyncrasies of the blockchain space, including on growing strong communities around real infrastructure.

The JET Europa angle really speaks to me. I’m based in Europe (Portugal), have a good sense for high-quality content and activations, and would be keen to understand if I can help shape that leg of the rollout - whether that’s supporting IRL events, promoting/identifying high quality content or just helping connect dots across local scenes.
