JIP-11: Discussion, Voting, and Cooldown Window Amendment

JIP-11: Discussion, Voting, and Cooldown Window Amendment

Category: Process

Abstract

This proposal Jito Improvement Proposal (JIP) seeks to amend the following Jito DAO governance procedures:

  1. Reducing the mandatory community discussion period for JIPs from 30 days to 14 days
  2. Extending the Realms DAO voting period from 3 days to 5 days

These adjustments aim to enhance the efficiency, inclusivity, and security of the DAO’s decision-making process.

Motivation

As the Jito Network expands in terms of the number of included protocols and processes, it has become increasingly difficult to align the DAO’s current 35-day total governance process with audit timelines, the needs of the competitive landscape, and the rising volume of proposals.

Historically, forum discussion on proposals tends to be either front or back-loaded, meaning that 30 days is not necessary for the DAO community to come to consensus or weigh the pros and cons of any given proposal. Shortening the discussion period to 14 days will better balance thorough deliberation with prompt action, ensuring broader participation in the voting process and more effective JIP implementation.

The discussion period is a minimum, not a maximum time window. To the extent discussions are ongoing, a JIP proposal can remain in the discussion window until a member feels comfortable initiating the Voting Period.

Additionally, widening the Realms DAO voting window will: compensate for the shortened mandatory discussion window, give delegates more time to put in their votes, and increase security by giving the community more time to respond to hypothetical governance attacks.

This proposal will ultimately shift the total minimum governance process, from JIP publication to vote settling, from 35 days to 21 days (14 days discussion, 5 days voting, 2 days cooldown).

Key Terms

  • Discussion Period: The designated time frame for community members to discuss and provide feedback on a proposed JIP on the Discourse forums before it proceeds to a vote.
  • Voting Period: The time frame during which tokenholders can cast their votes on a JIP on the Realms interface.
  • Cooldown period: The time frame during which voters can withdraw their vote, and the Security Council can intervene to stop a hypothetical governance attack.

Specification

The passing of this JIP will lead to programmatic changes to the parameters of the Realms DAO so that the voting period for all JIPs extends to 5 days, and the cooldown remains unchanged at 2 days.

Additionally, the passing of this JIP will signal to the Jito Foundation approval for an amendment to the Jito Foundation Constitution such that all future proposals will only undergo a 14-day discussion window.

The proposed changes to the governance procedures are as follows:

  1. Discussion Period: Reduce from 30 days to 14 days.
  2. Voting Period: Extend from 3 days to 5 days.

These changes will be implemented by updating the relevant sections of the Jito Foundation’s governance documentation to reflect the new timeframes and altering the Realms DAO’s parameters.

Benefits/Risks

Benefits:

  • Increased Efficiency: A shorter discussion period allows for more agile decision-making.
  • Enhanced Security: A longer voting period allows the community more time to respond to hypothetical governance attacks.

Risks:

  • Community input: A shorter mandatory discussion window reduces the ability for less involved community members to weigh in on JIPs before heading to vote.

Outcomes

The passing of this JIP will result in an amendment to the Jito Foundation’s constitution that reduces the mandatory 30-day discussion window to 14 days.

Additionally, the passing of this JIP lead to programmatic changes to the DAO that alter the voting period from 3 days to 5 days.

Cost Summary

There are no direct financial costs associated with implementing these amendments.

Gauntlet supports the reduction of the discussion period and the extension of the voting period. It makes practical sense to allow delegates more time to vote and allow proposals to move expeditiously if consensus is met.

We’ve found controversial or unfinished proposals will likely extend beyond the 14-day period naturally, but as a mandatory minimum, 30 days is considered excessive.

Attrakt believes this makes sense. Generally 14days a minimum gives ample time for feedback or discussion before submission into the DAO.
